    1. Pradhan Mantri Fasal Bima Yojona (PMFBY):

Pradhan Mantri Fasal Bima Yojona is a flagship programme of Prime Minister of India. The government is now initiating crop insurance programme to cover financial loss of a farmers/group of farmers if their crop fails by natural calamity.

Implementing agency for Kharif 2021 was Agriculture Insurance Company and for Rabi 2021-22 is Future Generali India Insurance Co. Ltd. for Nagaon district. Awareness Programme for Kharif and Rabi in each Block covering entire district is completed for the year 2021-22.  65448 Nos. (37779.69 Ha) of farmers insured for Rabi 2021-22 (Summer paddy) and 27078 Nos. of farmers Insured for Kharif 2021 (Winter Paddy) at Premium rate up to 1 Ha - Rs. 1/- to be charged from farmer.

    1. Pradhan Mantri Krishi Sinchayee Yojona (PMKSY):

Government launch the “Pradhan Mantri Krishi Sinchayee Yojona”(PMKSY) with the motto of “Har Khet Ko Panni” giving high priority to water security. The overreaching vision of PMKSY will be to ensure access to some means of protective irrigation to all agricultural farms in the country, to produce “per drop more crop‟, thus bringing much desired rural prosperity.

            As per Govt. instruction and to fulfil the above objective a District Irrigation Plan was prepared for Nagaon district by NABCON a Consultancy Service as per Govt. instruction. Total present water requirement for the district is 2860.34 MCM while the total future water requirement for the district is 2874.07 MCM.

            Portable Sprinkler are distributed among 206 Nos of farmers covering 140 ha of land and Drip Irrigation sets to 2 Nos of farmers for 2 ha under PMKSY during 2021-22 in Nagaon district.

    1. Pradhan Mantri Kisan Sanman Nidhi (PM-KISAN)

            PM KISAN is a Central Sector Scheme with 100% funding from Government of India. It has become operational from 01.12.2018. Under the Scheme an income support of Rs. 6000/- per year in three equal instalments are provided to small and marginal farmer families having combined land holding/ownership of up to 2 hectares. The fund will be directly transferred to the bank accounts of the beneficiaries.

For the year 2019-20, 2020-21 and 2021-22 in total 63716 Nos. beneficiaries received payment in Nagaon district till date.

    1. Soil Health Card (SHC):

            Soil is a living medium which serves a natural nutrient source for growth of plants. In general blanket fertilizers recommendations are followed for NPK which rarely matches soil fertility need and often ignoring secondary and micronutrients, in various cropping systems followed by small and marginal farmers. Keeping in view the above facts Government of India is promoting Integrated Nutrient Management System (INM) i.e. balanced and judicious use of chemical fertilizer along bio or organic manures based on soil testing data to maintain soil health and crop productivity.

            To know the nutrient status of soil Government of India has emphasized on the farmers soil testing and issue of Soil Health Card to farmers. In our district Krishi Vigyan Kendra, Nagaon and Regional Agriculture Research Station, AAU, Shillongani has been doing the job of Soil Testing and issue of SHC to farmers.

            In total 69878 Nos. (1st Cycle & 2nd Cycle) of Soil Health Card has already distributed up to the year 2021.

    1.  Kishan Credit Card (KCC):

            The model Scheme is implemented by Commercial Bank, Regional Rural Banks and Co-operative Banks and aim to provide financial support to the needy farmers for purchase of inputs and implements in a flexible manner.

            KCC primarily cater to short term loan to farmers issuing a pass book incorporating the name, address, landholding etc. at a very low rate of interest payable after harvest of the crop after the crop season is over. The Kisan Credit Card should normally valid for three years subject to an annual review by the banks. The banks may fix new limits of sanctioning further loan amount depending on the terms of transaction and repayment.

     Physical Target of KCC for the year 2021-22 is 70988 Nos. and 23 Banks (113 branches) have sanctioned and disbursed 78486 Nos. of farmers amount of Rs. 44770.21 lakh in Nagaon.

 

    1. Rashtriya Krishi Vikas Yojana (RKVY):

Different types of quality seeds (HYV & Hybrid), pesticides, implements, bio-fertilizers etc are distributed among the farmers both Kharif and Rabi seasons. The main scheme under RKVY is Bringing Green Revolution to the Eastern Region (BGREI). The interventions taken under this scheme are:
 i)    Line transplantation on paddy.
ii)    Introduction of stress tolerant varieties.
iii)    Cropping system-based cultivation
iv)    Hybrid rice cultivation
v)    Distribution of various mechanical tools at subsidized rates among individual    farmers/groups for asset building component. Tools like
a)    Power Tiller
b)    Component
c)    Mini Rice Mill
d)    Hand Sprayer
e)    Pump Sets and LLP (both diesel & electric operated) are distributed.

f)    Agricultural Marketing: Assist Agri-traders through subsidizing transport vehicle from   time to time.

 

 

 

    1. National Food Security Mission (NFSM- Pulse):

Under this scheme stress has been given for the increase of both area and production of different Pulse and Oilseed crops. Demonstration on pulses and Oilseeds of HYV seed like Green gram, Black gram, Maize, Oilseed are conducted in the farmer’s field. Machineries such as Power tiller, Pump sets, Sprayers etc. are also distributed for better yield of crops at 50% Govt. subsidy. Farmer’s training is also conducted to improve cultivation practices of pulse and oilseed crops.

Aim & Objectives:

  1. Increasing production of Pulses, Oil seeds and Coarse Cereals through area expansion and productivity in a sustainable manner.
  2. Restoring soil fertility and productivity at the individual farm level.
  3. Enhancing farm level economy (i.e farm profit) to restore confidence amongst the farmers.
  4. To achieve the objectives, the Mission adopted some strategies like:
  5. Implementation of cropping system centric interventions.
  6. Focus on pulse production through utilization of rice follow and intercropping of pulses with rice.

12 qts of Mustard seed variety RGN-298 have been distributed for 120 ha (600 Nos of farmers) land and 161.8 qts of Mustard seeds (Var: RS-0406) distributed covering 3236 ha during 2021-22 in Nagaon district.

 

    1. Agriculture Technology Management Agency (ATMA):

The District Agriculture Officer is the project director of this Agency. Under this project various activities of agriculture, veterinary, fishery, sericulture etc are undertaken. Various trainings, exposure visit, farmers-scientist interaction is implemented through.
 


                  9. Assam Agriculture and Rural Transformation (APART):
 

 The Project Development Objective (PDO) is to “add value and improve resilience of selected agriculture value chains, focusing on smallholder farmers and agro-entrepreneurs in targeted districts of the State of Assam. The project would support value addition in the production and post-harvest segments of selected agriculture value-chains; facilitate agribusiness investments through inclusive business models that provide opportunities to small farmers as well as stimulate the establishment of new small and medium agribusiness enterprises; and support resilience of agriculture production systems in order to better manage increasing production and commercial risks associated with climate change, in the targeted districts.

  1.  Paddy Procurement

Government provides Minimum Support Price (MSP) at Rs. 1940.00 per quintal of paddy this year. Procurement is carrying out for Kharif Marketing Season (KMS) 2021-22 (First crop) from 1st December, 2021 to 30th June, 2022 through six agencies in 14 Nos of Paddy Procurement Centres (PPC) in Nagaon. The agencies are FCI, AFCSCL, ASAMB, NAFED, NCCF and NACOF.

            Agriculture department issues certificate to the genuine paddy growers through online registration in the state portal opps.assam.govt.in. Farmers are to bring land documents, Aadhaar card, Passport photo, Bank details etc. to get the farmer certificate from the concerned Agricultural Development Officer. Nagaon district has get surplus of Sali paddy approx. 1.90 lakh MT during 2021-22. Format for registration and certificate is given below.
