Details of  Activity of the Work / Service :

  1. AGRICULTURAL  STATISTICS :

(I) Improvement of Crop Statistics: The programme of supervision under the Improvement of Crop Statistics (ICS) scheme has been carried out on equal matching basis with the NSSO (FOD), as per guideline of the Ministry of Statistics and Programme Implementation, Govt. of India.

 (II) TIMELY REPORTED SCHEME (TRS) : The Government of India has introduced “Timely Reported Scheme” (TRS) since 1973-74 with a aim to determine the timely estimates of area under 13 principal  crops on the basis of 20 percent sample villages at the end of the each season viz. Early kharif, Late Kharif, Rabi & Summer. The purpose of this scheme was to make administrative policy decision etc. of the state Govt. and to prepare reliable estimates of area under different crops and their production which are required much in advance.

Major crops for each season are to survey:-                                                             

  1. Early Kharif                 : Autumn Paddy, Maize, Jute, Mesta, Sugarcane
  2. Late Kharif                   : Winter Paddy, Autumn Paddy, Maize, Jute,

                                       Mesta, Sugarcane

  1. Rabi                             : Wheat , Potato , Sugarcane, Rape & Mustard
  2. Summer                       :  Summer Paddy

(III)       CROP ESTIMATION SURVEY (CES): Crop Estimation survey consists of performing a specified number of Crop Cutting Experiments in randomly selected fields. Crop Cutting Experiments are conducted under well designed survey technique for estimating the average yield by conducting various task like selection of field, randomly located a plot of a specified size, harvesting, threshing, weighting and recording of weight. The driage operation is also performed to get driage ratio in case of paddy and dry fiber ratio in case of Jute.

(IV)      AGRICULTURE CENSUS: Agriculture Census is a central sector scheme which is conducted quinquennially in the country for collection of data on structure of operational holdings and its related characteristics by different size, classes, social group and gender.

(V)       INPUT SURVEY: Started with the second Agriculture Census 1976-77 , Input Survey has been conducted as a follow up survey of the Agriculture Census which is a large scale Government sponsored statistical operation for collection and derivation of  quantities information about structure of Indian agriculture using the concept of “operational holding” as the statistical unit for data collection.

            The main objective of the survey is to generate data on consumption of various agricultural inputs, according to major size group of operational holding, viz. marginal, small, semi medium, medium and large for getting insight into the consumption pattern of inputs by various categories of farmers. This information is vital for planning production, imports, and distribution of fertilizers. The inputs covered in the survey include chemical fertilizers, HYV seeds, pesticides, farmyard manures / compost, bio-fertilizers, agriculture implements and machinery, livestock and agricultural credit besides educational qualification , age and size of households of operational holders.

(VI) CROP FORECAST:  Five Agricultural Crop Area Forecast Meeting are held in the circle level and Sub-Division Level, starting from the month of June, September, November, January and April. The State Committee on Agricultural Statistics meeting has finalized the area of 38 crops.

(VII)     LAND UTILISATION STATISTICS: Land Utilisation Statistics is conducted annually with source wise irrigation abstract, nine fold classification of land put to various uses, crop area covered by various crops grown in District. Data are collected from revenue circles of the district and prepared a district LUS report applying compilation method by  the Statistics Department.

2) NATIONAL  SAMPLE   SURVEY (NSS)  : The National Sample Surveys (NSS) are being conducted by the Government of India since 1950 to collect socio-economic data employing scientific sampling methods.

 

3) PRICE  STATISTICS : In District office Current Wholesale and Retail Price is collected by the field staff form selected price center fixed by the Directorate of Economics an Statistics, Assam against the essential and usual commodities like food items, Crop, Vegetable, fish, House Building  Materials and  Labour  wages etc. The collected price data has to submit as per time schedule of weekly, monthly and quarterly to the DES, Assam, Guwahati-28 through Micro Fiscal Projection (MFP) for preparation of Consumer Price Index (CPI). The CPI helps in determining the effects of rise and fall in prices in different class of consumer living in different areas.

4) INDUSTRIAL STATISTICS:

(i) Annual Survey of Industry (ASI):

ASI is related to profit and loss of the industries and labour wages. The Survey is conducted annually under the statutory provision of the collection of Statistical Act, 2008 (7 of 2009) and rules framed under in 2011. ASI is the basic tool to collect required data from the selected industrial unit for the survey. At present ASI has two parts. Part – 1 of ASI is processed by the Central Statistics Office (CSO) Kolkata, and Part – 2  is processed by National Sample Survey Office (NSSO), Field Operation Division (FOD) and DES, Assam. Again a section of Part – 2 of ASI is processed by DDES Office, Nagaon.

            (ii)  Index of Industrial Production (IIP) :

IIP is prepared in the DES, Assam by collecting the monthly production Data(MPD) in respect of some selected industrial units. It reflects the status of Industrial growth of the District as well as the State. The selected industries has been submitting the MPD reports regular basis and the same report have been submitted to the DES, Assam monthly and regularly for constructing the IIP of the District as well as the state as a whole. Non response and non co-operation from the Industries part becoming a regular problem while constructing IIP either in the District or in the state level.

 (iii) Tea Statistics: Tea Statistics data are collected from the registered tea gardens annually in respect of area, production and average number of workers engaged in Tea -Gardens. There are  22 nos of registered Tea Gardens in Nagaon District covering 12883 hectare geographical where 7497.76 hectare of actual area under -cultivation and 46271 number of tea garden wage earners as per statistical hand Book, Nagaon 2013.

5) BLOCK LEVEL STATISTICS:  The process of data collection and maintenance of Block level statistics was initiated in Assam in the year 1952 with the creation of Panchayat and Community Development Department. Accordingly, in the year 1957, an Administrative Intelligence Unit was set up in the Directorate which aimed in keeping records of infrastructural development of different sectors for the Block and functioning in Co-ordination with the Panchayat and Rural Development, Assam. The Sub-Inspector of Statistics of the Directorate as appointed by the Director of Economics and statistics, Assam has been entrusted to collect the Block Statistical Information. Since, the withdrawal of the data collection unit by the Panchayat Department in the year 1990, Directorate of Economics and Statistics, Assam started collecting Block Level Statistics independently by creating the post of Block Level Statistical Officer in the Rank of Sub-Inspector of Statistics and this process of data collection has been on continuation.

6) GOVERNMENT EMPLOYEE CENSUS:         Census of Assam Government Employee was initially taken up by the Directorate of Economics and Statistics, Assam in the year 1953 with 31st March as the reference date. Since then, the Census had been carried out annually till the year 1973. After 1989 the Census has been conducted after every five years. The census covers all regular employees working under the Government including regular work, charged employees, employees on contract basis and employees of provincialised schools and other establishments with a view to various information pertaining to the employees of the Government.
